Its some kind of bug? I mean, Explore 2 has only 16GB of space.

I just installed it via Garmin express update - without any problem, so the actual size must be under 16 GB.
You don't need to have that space free on the device because Garmin Express deletes the old map files before installing the new ones.
If I count together the sizes of all files of the Cycle Map EU 2024…
Strange... I have 2024.20 Europe Maps installed and still have some free space left on the device...

Why do other Explore 2 owners do not have problems with map update to Garmin Cycle Map EU 2024.20 then? Beside the GCM I have two more non-Garmin OSM maps on my device and they all fit perfectly and on the last GCM map update to 2024.20 I had not to delete anything to make room for the update.
So there may be files or data on your device causing Garmin Express offering a so big map update? ClimbPro data maybe?
In the folder Edge Explore 2 \ Internal Storage \ Garmin \ SQL \ INTERNAL the ClimbPro data are stored. On my device there are two .db files DA54200.DB (5.93 MB) and MapRegionGrouping.db (408 KB). In my settings I have Climbpro OFF thats maybe the difference with your device? Moving the big .DB files and the .img & .gma files from ..\garmin to backup and taking the plunge with Garmin Express?
I would like to help you out of your map problems, but I fear that we are circling around...
I think it's just a textual problem. I updated the map (Europe) just a few minutes ago, and although it said the update was more than 18 GB I still have 1,7 GB free space left. In my opinion you can use the update without any problem.
