Adaptive coach is not using my HR zones

I'm doing a cycling plan with a goal in May so we're still in the base phase, but I'm not starting from nothing having completed 7700km last year. I find it odd that the plans for base and long ride are asking for 103-118 bpm (target 111) which for me is sub-Z1. My zones, in the screenshot, set Z2 around 133-146. I'm just not sure why the plan wants effort so low because it doesn't add up positively on the TL and I don't feel like it's a good trade-off for time. I can't even keep my HR that low riding outside, only on a stationary bike.
