I've just purchased a particular weather app which also has a radar. I found it wasn't working, and after some digging, I have since been informed that Garmin are blocking the images on several other weather apps as well.
I don't know if it's intentional or some kind of bug on Garmin's side, but if it's the former, it's rather stupid.
