Not the answer I was hoping for but thanks for the reply.
I found this AI answer, which sounds plausible:

The connection logic only allows one device of any given type to be connected at one time.
I just want to add that the above information is incorrect. You can indeed connect and record two power meters using the same bike computer, such as the Edge 830. You have to use a Garmin Connect IQ data field such as this one: apps.garmin.com/.../70f1aea3-f1d3-47f6-b7aa-23f029a75e3b
