I doubt it since the 830 is no longer a current model. Garmin doesn't even offer it for sale on their web site, they still list it, but you can't buy it there. Discontinued in 2021 I think.
Garmin announced Edge 840 in april 2023.
So 830 is not a current model but it was still sold one year ago. It is not so long to make it obsolete…
You seem to be missing the point.
It doesn't matter when the 840 was announced, Garmin never adds features to discontinued models, i.e. the 830..
And yes, you can still buy new-in-the-box 830's from various outlets but that is just old stock being sold off.
