Not conveniently. It’s a single user device with one user profile which would need editing every time users switch. Only one phone connection is supported too, so that will need editing each time if any connected features are wanted and all the activities on the device will upload to both accounts.
Of course, each rider can manually upload selected rides to their own accounts using a USB cable and GC desktop.
