Strava Segments not syncing on Edge 830

I have had a problem with segment synchronization on my Edge 830 for some time. 
Changes to my favorite segments on Strava were not syncing to my device. 
Currently, I have completely cleared the"\Garmin\SegmentsList" and "\Garmin\Segments" folder 
on the device and nothing appears on \Segments\ folder, although the strava segments are visible on the Garmin Connect website. 
Synchronization completes correctly but nothing changes. 
What I have already done is: 
- I have reset the device to factory settings. 
- disconnect and reconnect the strava-garmin link
- unstarred all segements on Strava and added fiew new (not downhill segements)

Same. I have had some success using Garmin Express instead of Garmin Connect. But even if an uphill-segment is on the Edge it‘s hit and miss to show up on preplanned routes.

It doesn't matter where the synchronization is from. Strava segments are not 
synchronized from any PC (Garmin Express) or from the phone (Garmin Connect)

Any chance for help on this forum? Maybe someone from the Garmin support can help?
