Garmin Express does not see Garmin Edge 830 on Mac?

2019 Macbook Pro, Garmin Express v7.13.2.0 (latest as of this writing)

I plugged in my Garmin Edge 830 using a Garmin USB data cable onto a USB port of a Thunderbolt 3 dongle, and my Mac sees it as a device. However, newly-installed Garmin Express cannot see it. Is this a known issue? TIA

NOTE: I've even fully uninstalled and re-installed Garmin Express.

EDIT: I hooked up the 830 on a different Macbook with Garmin Express where I've previously paired the device with, and that Garmin Express saw it. Do I have to remove it from there first?

"For Macs, check your security settings in System Preferences > Security & Privacy > Privacy > Files & Folders. Checkmark removable volume underneath Garmin Express."
