Not that I know of, no. The map files are several GB in size and a transfer via Bluetooth from a smartphone would take forever. If he knows somebody else with an Edge 830 he can just attach it via USB to a PC and copy paste the files from the other updated unit. It's like an external storage device when attached to a PC.
If the friend has a PC, they can add the device to Express running on it (and install the makes the regular way). You can even use the owner's GC account.
