Question 1: no one will know.
Question 2: As written in the launch thread. Download by Garmin Express or Connect app. No direct download as for beta.
Further: as you can see on top of the launch thread the do they rollout in batches. Start with 20%. So you need to wait until viisible for you.
If you are already on the 9.10 Beta you won't get another update to the release version as it's the same.
Garmin Express showed the update for my Edge 1030 was available, but when I connected my edge 1030; Express didn't copy an updated GCD file to my device but on sync reported the correct release firmware was installed & the update notification was removed

Yes, it's the same. If it was different, it would be a different number.
(It would be hard to manage things in software development if one used the same numbers for different things. It would be all sorts of awful.)

And it isn't the most earth shattering of releases anyway, given the fairly minor "Improvements" & " Fixes" it could have easily fitted logically in a 8.21 minor release perhaps. I tested each of the betas and couldn't actually detect any difference with some of the "improvements"
