Syncing Garmin Connect with Android phone (Samsung Galaxy)

Garmin and phone are paired (Android bluetooth/location enabled), Edge 830 phone enabled, yet syncing continually fails. After about 10 minutes of attempts, it finally syncs. What causes syncing to fail?
