Garmin Express 7.7.0.0 will not stop trying to reinstall things that are already installed

My edge 830 was stuck on an older 7.x firmware (even tho I'd ran the 8.10 update from Garmin Express....Express told me it was on 8.10 then I realized the device itself said it was 7.x). 

I updated Garmin Express to 7.7.0.0 and it finally (really) updated the Edge 830 to 8.10 

Problem is - EVERY time I plug my Edge into windows and launch Garmin Express it promps to me to update to 8.10.  I've tried unplugging and plugging in over 15 times...it just keeps doing it.  And it tells me to install over a dozen languages, AND a ton of IQ apps that I've both uninstalled and removed from my list every time I launch express.  

I just updated to 8.13 beta hoping this would help.  Nope.  I'm prompted again to install all this stuff.  

The real problem is that every time I try to open the IQ app manager in garmin connect, it won't let me as it says to "disconnect the device" and follow promps to update....even though it's not possible. 

So - anyone else having this issue?

    Seriously - is nobody else having this problem?  I've done a factory reset 5 times this month.  I go into Garmin Express every time, uninstall all the apps, AND remove them from the list.  As soon as I do a sync or plug into the PC again, it says I have 20 or so updates and lists ALL the apps I've removed, plus about a dozen or so system languages (which I've already let it install over 5 times).  Upon doing a factory reset, the initial sync re-installs all the apps I've COMPLETELY removed from my list.  I've tried going into the mobile app and viewing the list once removed, and they aren't in the list there (I thought maybe the mobile version was holding an old list).  

    If I let it install everything it recommends during each sync, my IQ slots are immediately filled up.  I've been dealing with this for over a year - there's got to be something I'm missing.
