Trainer speed off

I have an Elite Direto and noticed the speed is way off. 

I have the Direto paired to the Edge 830 using ant+ and have the Direto paired to Zwift using Bluetooth. (Simultaneously connected to two devices)

Zwift

19.4 35.1

Garmin

15.9 22.7

as noted the avg speed is off by 3.5 mph but the Max speed is way off. Almost 12.4 mph. 

does anyone know why the big difference? I thought ant+ and Bluetooth didn’t make a difference in these results?

    Garmin is giving speed based on rear wheel (cog) rpm and tire circumference.  Zwift gives speed based on power, weight and virtual terrain.  Actual speed on a trainer is zero.
