GPS accuracy data field always indicates 9 feet

Does anyone else experience constant 9ft accuracy? This should fluctuate based on constantly moving satellites, on multiple orbital planes. I am wondering if this is somehow associated with our gps performance issues?

This has been reported multiple times and never has anyone seen a value other than 9ft / 3m.

It is the same already in Edge 820, the last good model which shows variable values in accuracy field is the Edge 1000, the rest shows 3m/9ft or --- .
