I had a similar issue and contacted Garmin support. Problem was I wasn’t putting the light into pairing mode, I was just turning it on. So then edge only picked up the radar part. You need to do…
Why no direct download link available, as for the beta's, for the interested visitors of this forum, instead of waiting till Garmin Express decides to upgrade?
4.1 killed my phone connection. had to delete the bt connection and re-pair

Garmin Varia Radar RTL510 still cannot be added as light .....
Did you put the RTL510 into pairing mode?
I have fw 3.5. I’ve paired my RTL500 (which is an older model than yours) as a light, i.e. Part of a Light Network. I had to first unpair it as a Radar and then pair it as a Light. I also updated the fw on the Radar. Don’t know if that is needed, but maybe.
Light Mode settings on the Edge, i.e Overdrive, Day Flash and Off, seems buggy. When the Light Network is formed, the light switches off by default on the Radar, nothing strange so far. Choosing Overdrive or Day Flash on the Edge does nothing, instead I have to switch modes by pressing the button on the Radar. This toggles between Overdrive and Day Flash light modes on the Radar, and the mode updates on the Edge’s display, but the light can’t be turned off this way it seems. To turn the light off I have to choose either Overdrive or Day Flash in the Radar’s settings on the Edge. Trying to turn the light off by choosing Off, which would make more sense, does nothing. Very unlogical behavior.
