Pairing Edge 540 with Varia RTL515

I cannot pair my Varia RTL515 with my Edge 540. I have the Edge 540 on Sensor searching.  With the RTL515 i hold start button until i see blue light flashing.  Previously with my Edge 520 I did not have any problems pairing.
