Garbage training effect when riding with Power Meter but without HR

When I ride using my Edge 530 with HR chest belt and pedal power meter, I am getting training effect values that seem to be in line with the intensity of the ride.

However, when I do not use the chest HR sensor, I get the statistics in power zones, I get a section for training effect - but the values are tiny and do not relate to the intensity of the ride - ie it says Aerob 0.8, Anearob 0.0... Same ride with HR sensor gives me more reasonable values -

I understand it may depend on HR - but if it does why does it show me bogus values if there is no HR recorded ?
If it does not strictly depend on HR - it could do a lot better guessing training effect from power values ?
