Garmin Edge 530 doesn't read HR directly (obviously), but it will read from a heart rate strap (which is totally independent).
One thing to consider, a blood pressure cuff is probably rated as a medical device and is held to a pretty high accuracy standard. A sports oriented heart rate strap is not rated as a medical device.
A common cause of erroneous HR readings is poor electrical contact between sensor pads on the strap and skin - common in cool conditions when the skin is dry.
Pre-moistening the sensor pads can help improve the electrical contact - once you are 5-10 minutes into a ride, your natural sweating takes over.
