1. Turn on Broadcast Heart Rate on the watch. Connect this as a sensor on the Edge. The HR sensor is more accurate if you record an activity on the watch, so Broadcast During Activity is probably the better option here - Discard the activity at the end to avoid duplicates.
note that many people find vibration from the handlebars decreases HR accuracy for wrist HR while riding outdoors. Riding indoors (no vibration) is pretty good.
2. Remove the current pairing of power meters. Make sure the pedals are installed properly, torqued to specification, and you've taken them for a short ride including a couple of brief sprints - this helps ensure they are fully tightened into position without movement. Then pair them again, using ANT+ rather than bluetooth. This should be a one-off, once installed and paired they should be pretty reliable.
3. Turn on Physio True Up on both devices, and sync regularly and often with Garmin Connect. Then sync again. Did I mention you should sync with Garmin Connect often? Pair before each activity, and again after.

Thanks, this helped a lot. I just wish Garmin products were more intuitive and less complex. It's like the Edge computer and the Fenix watch teams don't talk to each other in designing their products (see iPhone + Apple watch as an example). But enough...you have resolved my current set of issues, so thank you.
I think you're completely correct that Garmin's teams are more independent than is ideal from a customer perspective. I've been using Garmin products since an eTrex in 2003. The hiking, cycling, and running lines have maintained unique characteristics for that entire time.
I too wish they would unify their software more.
