Is this question related to navigation? ie time remaining on a course you are following? This drives me nuts. I deliberately set a pace in garmin connect and i have a similar number for my virtual partner (not sure if relevant) at around 26kph. When you load the route it says this on the summary page on the edge. But when the user hits "ride" my unit will use around 21kph. It's very annoying when I'm trying to assess when I'll be home.
