Have you pressed the start button? It would help if you state what steps you have taken to start your ride.
I would not say typical, but you can see from the other threads on this forum that Bluetooth sync is not the 130's strongest point.

You labelled the 130 as a POS on your first post here, yet you managed to get it to work (which seems to indicate that there was nothing wrong with it). You also seemed to be confused about what pairing…
My variation on 120CCPM procedure is to always open GC on my phone first. This allows GC to gather your GPS coordinates to share with the 130 when it turns on. I then turn on the 130. Often I will get a green dot immediately, but if you click on it and get to the next screen, you will sometimes have a "Red Exclamation", which is your indication it did not sync properly. I sometimes have to click that "Red !" one or two times to "Re-sync Now" (I'm paraphrasing from memory). Once it syncs properly, the "Red !" will be replaced by "Blue Circle Arrows". NOW you are properly synced for the ride. Go back to the GC main screen, you will still see the "Green Dot". This shows your phone is actively connected. Now lock the phone screen while GC is still showing, don't close the app. Go for a ride.
Upon return from the ride, I have found that ride upload doesn't like to happen in areas with a poor cell data or Wi-Fi, as can happen with mtb start/stop locations. For some reason GC wants to concurrently store your ride on the web, so sometimes I can't get an upload until I'm in an area with good cell data reception or Wi-Fi. Bluetooth from 130 to phone obviously doesn't need web access, but the GC app seems to want it to make all the magic happen. It's frustrating, but manageable.

Oh, Also, also... sometimes in a "marginal cell signal area" at the end of a ride, I sometimes have to click on the "Circle with Green Dot" and click on "Red !" to force a re-sync, which will then upload the ride. The GC flaw is that on the home screen, you can only see the "Green Dot", but you can't see the sync status.
One thing that should be noted is that Garmin Connect Mobile should always be running when using any of the Edge computers. It can be running in the background but should be running. The ride will normally sync when saved but occasionally there will be a delay.
