I can confirm it's always every second. I just did a dummy activity and even with no real movement, it recorded every second. On smart recording, it definitely would have left bigger gaps.
All Garmin devices will do every second recording regardless of the setting, if you have a power meter connected. Since I always have a PM connected, I started to question my understanding that it's every second in all situations.
