You're talking about the text that gets displayed while the device is booting up where you can place something like "If Found, please return to ..."? I don't believe the E130+ has that feature. The 1030+, 530, and 830 do. Many of the outdoor handhelds do as well but not all. The Garmin watches also don't have that ability, and the 130/130+ seem to be built more on the watch platform than edge platform.
The file you are referring to is usually Garmin\startup.txt
Your assumption of shared hardware with watches seems reasonable as it's a tiny unit. Notwithstanding there's a lot "packed" into it, but I'd be surprised if a little more couldn't be squeezed in!
While it's a neat feature I've not had to rely on it so far - touch wood.
