This apparently was Garmin's answer to the issue of the Garmin 1050 turning itself on automatically when plugging the charging cable in. (Which is a total pain because it just also turns on my Garmin RTL515 radar flashing light, and requires the extra step of turning it off.)

This is intentional behavior, the Edge 1050 will power on when connected to external power. The Edge 1050 can be powered off while charging, but will continue to display a charging status on screen, and will power on again when external power is lost (device is unplugged).
The charging logic in your Garmin device prevents it from being 'overcharged' and there is no effect on the performance of the battery if it is only partially discharged before charging it again. The Edge 1050 and most newer Edge devices can be charged while in use.
This is a nonsense answer though. If their concern is overcharging, that can be achieved with a simple circuit which almost all modern high end devices include, and does not require the device to be turned on. Plus which, are they saying that if I then turn it off while it is charging it will overcharge? Bullxxxx.
