13.14 Custom text responses still don't display

After I installed 13.13 my custom text responses no longer displayed, only about a half dozen canned responses displayed. Now with 13.14 installed I get the same behavior. Still no custom text responses. Before 13.13 they worked fine. It seems 13.14 didn't address this issue.

This has been escalated internally, and we are actively looking into this. We currently don't need any additional information from customers seeing this.

Some of us are now having the same problem with our 1040s. A thread with the same issue is in that forum.
