The feature was originally on by default in the beta releases, but the feedback on the beta forum was that users did not want it on by default.

Update... I've found it. 1050 Main screen -> Navigation -> Courses -> Saved Courses (three dots top right) -> Suggested Finish (toggle on/off).
I can confirm what GPLama said to enable the SUGGESTED finish and that this behaves as the PROVISSIONAL finish feature reported by aweatherall. To me, this is only useful for those driving off with their GPS still running in the car. If one isn't smart enough to get that right, they won't be able to enable or use this feature.
