You're right. Thanks for pointing that out. I may have mixed up two overlapping issues.
In this case, it's about sensors and accessories not turning off when the Edge goes to sleep ,either manually…

I have the same thing. Varia doesn't stop emitting light as before.
What you're describing is a long-standing issue that has affected all my wirelessly connected devices for years. In my case, it happens with:
Garmin Rally power meter
Garmin Tempe temperature sensor
Varia UT800 lights
Varia RTL315 radar
Varia RTL515 radar + light
Varia RCT715 radar + light + camera
Garmin speed sensor
Even a non-Garmin heart rate monitor
Various firmware updates have claimed to fix this, and yes — there were times when it happened less often, but since I started using the Edge back in September 2022, the issue has been consistently present.
What’s most frustrating is that the failure is silent — there's no warning that the environment couldn’t be completely restored after the Edge wakes from sleep.
So far, I haven’t found a real workaround, except for shutting down the Edge completely during longer stops. I still haven’t learned to double-check every sensor after resuming — and honestly, I shouldn’t have to.
I never press the sleep button manually. I just walk into a coffee shop with the Edge still on (and beeping like crazy — people stare like I’m some kind of clown), but at some point, there's a timer that triggers automatic sleep anyway. I haven't figured out how to disable that either.
I think you misunderstood the problem, this isn't about wakeup issues but about connected lights not turning off when the Edge goes to sleep.

It may just be speculation that the Edge doesn’t send a proper signal or doesn’t ensure it’s received during the transition to sleep. But after years of wondering why a presumably large and competent team of Garmin developers hasn’t been able to solve this, I find myself imagining all kinds of possible explanations: hardware limitations, regulatory constraints, or power-saving strategies taken to the extreme.
To be clear, it’s not our job to figure out what Garmin does or doesn’t send over ANT during sleep transitions. From a user’s perspective, the expectation is simple: Garmin should take the necessary steps to ensure the system works as advertised.
Correct, and it definatly is a bug in 27.13 as it worked for me right up until the upgrade and never again afterwards.
Yes there are other issues that arise now and again with the light network, but this specific issue is a new bug caused by the latest version.

Steps to reproduce:
Power on the Edge
Start an activity
Wait for the light network to form
Lights turn on as expected
Pause the activity
Put the Edge to sleep
→ Lights remain on
However, if you end the activity before entering sleep, the lights turn off properly and the Edge can be put to sleep normally.
I reproduced this 10 out of 10 times, consistently.
As a workaround, you can manually turn off the lights before putting the Edge to sleep. Luckily, this issue isn’t silent as the lights staying on is hard to miss.
Update to my previous test:
Same setup as before (Edge 1040 – 27.13, UT800 – 2.40, RCT715 – 6.10.0), but this time, after stopping a longer activity (~2 hours), the following unexpected behavior occurred:
RCT715 turned off as expected
UT800 stayed on, even though the activity had ended
I checked the light controls, and it turns out the UT800 had dropped out of the light network entirely. It was no longer controllable from the lights widget and appeared to be acting on its own.
This strengthens my suspicion that this isn’t just a clean-cut regression in 27.13, but rather part of a larger, long-standing issue with the light network specifically, and more broadly with ANT+ accessory connectivity on Edge devices.
