Can you use LiveTrack, GroupTrack, Incident Detection, etc with an Apple Watch Cellular?

Can you use LiveTrack, GroupTrack, Incident Detection, etc with an Apple Watch Cellular?  When will Garmin Connect have an Apple Watch app.  Then you could truly leave the phone at home when riding.
