Is it correct you need to stop an activity to turn on the bike alarm?
When I go for a lunch, I want to turn on the bike alarm, but the 1040 tells me to stop the current activity to enable the bike alarm. Version is 16.13.

Has this been solved yet? I still get a response from the garmin that I have to press stop on my activity in order to activate the alarm. This is a feature breaking choice or bug... this did not use to be the case. If this is the intent of the feature, to have to stop your activity then it is a useless feature that will never get used.
This will be a less convenient, but working solution - the alarm can be turned on ( and off ) via Garmin Connect on a smartphone. In Garmin Connect, select Edge from the list of devices - you will find Live Track and safety - there is also an option for an alarm - you can activate it while the activity is on - you do not need to stop it
