HRV Upload failed to upload - Upload via BT w/ Phone not working

After some troubleshooting I believe I have found the problem why HRV is sometimes uploaded and sometimes not

IF an activity is finished/saved on the unit AND synced directly from the Edge1040 - HRV will be available in GarminConnect

IF an activity is finished/saved on the unit AND failed to sync on the 1st attempt directly from the unit (either via BT, WiFi or USB-C) - HRV will NOT be available.

As there is no option for re-sync 1 single activity in the unit - the only way is to connect via cable or upload the .fit file - this way the HRV will not be available.
Also forcing the unit to sync via wifi once the BT failed will not re-upload the activity and the HVR will not be present when it gets updated.

Potential Fixes:

1. Maybe there is a flag that gets marked when the unit attempts to upload/sync 
    - Create an option in the unit to re-upload an activity as it was available in older units

2. Fix the BT upload with the Phone 
    - Give the option to disable "auto-sync" when connected via BT

3. When uploading the activity via cable or manual .fit - create the same functionality that the device has.
