Heart Rate Zones wrong data and behavior (on device and GC app)

SW version where problem explained below occurred: 15.24

Two days ago. as I was debugging with Garmin Support counterpart some issues with the intensity minutes on my Fenix7, I've discovered that also my Edge 1040 was using completely wrong data in terms of HR zones definition in the short time I was using it (4 outdoor activities from 21st of December)

So I've updated the HR zones settings. using GC app(used the same data for zones definition on both Edge and Fenix devices)

- max HR: 184

- RHR 54

 - based on %HRR

(I set first these numbers, then hit "reset zones". checked all looking OK on both devices settings in GC app)

With these settings, yesterday. I've recorded my indoor cycling using both devices - and the HR zones data was equal
All good and as expected. 
BUT, today I've started my Edge, connected to my trainer and set the target power for my indoor session, started recording on both devices again
 I had on the data screen a field which was showing the HR Zone -> and the data shown on the Edge screen looked strange. I continued and finished my 1hr workout and then checked the device settings after viewing the data stored for the activity - https://connect.garmin.com/modern/activity/10339913326

Started to check the Edge settings
1. First I've checked directly on the device. 
    The configured zones had nothing to do with the percentage I've previously set - 10% intervals increments starting from 50%-60% for Zone1. 
    Max HR data, RHR and Based on %HRR were still configured as two days ago
But  the Edge device decided to use instead, suddenly and with no previous notice some other settings
For example, the 1st zone starts at 30%
    I've fhen hit reset zones button on the right top corner. Nothing changed on the percentage. 
    After this I've manually set the zones as previously set, starting from 50% on first interval

2.  I've then went to the GC App on my Android13 phone. Here the Heart Rate Zones data was missing completely for my Edge device. All the fields were empty. 

 I've tried to manually change the maximum HR value. But, after setting the value and hitting OK. nothing has been changed

 Then I've went to the user data fields. Here, no data was seen on the main screen, but all the values were shown only when clicked on them

the data is only visible when clicked for editing. Hitting OK does not change the main view,. it does not become visible. 

Rebooting Edge did not fixed the issue on the GC app. Rebooting both phone and device did not fixed it. Still visible, configurable  for Fenix7. No issue there. 
First big question -> What is happening with the device and these settings? Why was the data reset and it's not visible, configurable on the app?

Another question -> Why do I have to configure it twice for each device? In the last 3 years (with Fenix6 Sapphire Pro and 830/1030+ Edge devices) I did not had to do it separately on each device but only once in my GC account
