It appears you can reorder the widgets from the System -> Widgets menu, but reordering the controls widget has no effect as it always remains in the first position. Most of the time, what I want to do from the widget menu is turn off my Varia radar's light.

But yet, controls remain in position one.
Lights are in position two even though I ordered it into the first position.
