Can't update Edge 1040 to 12.11

Can't update to 12.11
After initial setup, my Garmin edge 1040 says - 'Software Version: 12.11 (Current Software: 10.16) Estimated time: 2 minutes..."
If I press "Install Now". Garmin Edge 1040 rebooting and then I see the same window. 
Garmin Express says it's already 12.11
Garmin Edge 1040 in "About" menu says it's 10.16

Reset, with wipe data didn't help.
