If you really believe that 10-15 seconds delay is considered “normal” - as the official statement from Garmin is trying to force-feed customers, then what does that say about my Edge 1000…
I currently have a wahoo element (full size) a karoo2 and now a 1040 solar. as of the 12.14 release the 1040 solar still has a ridiculous lag as compared to the other two. I really don't care too much…
The unit is always monitoring for ‘slope drift’ using an algorithm of some sort-don’t know the details. It may be using barometric pressure data (I believe it is) to calibrate to sections of road that are horizontal.
I’ve rode with it a lot and can tell you it works, and very well.

I hesitate to post this as I'm a data point of one, but using the inclination of the device would be problem for me as I generally have the tension of the clamp set to permit rotating about the bars rather than break something in the event of a crash or the Edge getting bumped. And def more of a problem on my mtbs. Even on the road bike, it's not unusual for me to grab the mount and adjust its angle while underway.

I'll try and do some timings over the next week, but as you say it's not there yet at least for me on the sharper gradients. Let's hope that the dev team deliver something soon as per @Garmin-Matthew response
