Yes, for sure!
Because those issues are reported by users in 9.48 beta
If you shut down device the it will not boot
If the device is in stand by then it will dry the battery down
So is a little bit obvious…
I guess the moral of the story is always leave it plugged in...
Charging to 100% and leaving on charge is also bad for the battery. You'll maximise the battery life by not charging above…
Did Garmin intentionally sabotage the 1030 model so that people would upgrade to the 1030 plus?

What do you mean by this? It will not boot?

Boot is a long used computer term which simply means start.
I have had 9.5 since it came out (3 weeks ago ?), and never had an issue until last night. I always power off my device (not sleep) after a ride, and last night I popped it into the mount and tried to power it up, and it seemed completely dead - I simply thought I had forgotten on the previous ride to turn it off. I left it on charge whilst I resorted to my 810.
After returning from my ride....it had not charged at all (no battery icon on the screen), so started to think something was "off". Ended up doing a soft reset (power+Lap), and to my amazement it displayed a screen, showed battery was at 96%...but of course it had reset all of my settings. Reconnected to garmin connect, and then simply powered the 1030 down again. Upon trying to power it up....I found it was completely "dead again". So same routine...but this time instead of reconnecting to GC, went through the menu and did a "clear all data", and let it reboot. Then connected to my PC, went to the Garmin folder and deleted the garmindevice.xml file. Reboot....and then setup as a new device. Now it seems "happy" re-powering.....just wonder how long for ?
In my experience this (powering up failure) did NOT happen after I charged it. I had simply powered it down after a ride, and then 24 hours later, tried to power it up. I must have done this 20 times since upgrading to 9.5, with no issues.
I've had a similar problem three times. I simply pressed the power button for ten seconds and it started. But one time I lost one of my profiles. This is the first time I have had any problems with the 1030.
I have had similar problems with the 520 Plus. I finish a short ride, upload data to Garmin Connect, turn off the Bluetooth on the Garmin, and battery is around 70%. I turn the Garmin off fully and the next day when I want to ride, battery is at 0% and the Garmin Bluetooth is enabled. The first few times, I figured I just was remembering wrong that I had turned off the Garmin Bluetooth and had actually left it on. But the last few times, I am sure I did turn it off. Could Garmin Connect somehow be turning on the Garmin Bluetooth from my iPhone even while the Garmin is completely turned off?
my status update - Haven't had a recurrence since 9 days ago, and keep putting it in sleep mode to see if it will happen again the last several days. Still haven't a clue why I had what appeared to be a recurring problem, and then not be able to reproduce it....

I created a backup utility for saving the settings given the sheer number of people in the forums that have been doing hard resets lately. (and I've been through it too on one of the earlier 9.5 betas):
