Anaerobic training effect from Garmin workout not achievable

Hi,
Garmin's prognoses a given TE score for their, both aerobic and anaerobic. The former is usually pretty spot on, but the latter seems way off.
An example, one of their plans suggested I'd do a 60 min workout yesterday, which I did on Zwift:

15:00 Warm-up in Zone 2
16:00 Threshold
15:00 Cool-down at Zone 2

It should give me a Aerobic TE of 3.6 and Anaerobic TE of 2.0

But at the end of those 45 minutes, after having performed the workout 100% according to plan, my Anaerobic TE was 0. I decided to ride further and included a few 30sec sprints to get the planned TE.

Question: How on earth would that workout I did generate an Anaerobic TE at 2.0? 
I have me zones, both power and HR, dialed in and all my equipment is top notch.
