I'm a little surprised they wont change the UI for the 1030+, surely it would be less development across the two platforms and be in the interest of both the consumer and Garmin especially given the development to UI that is going into other devices like Karoo? I'd be ok with leaving the new features out as they have to have something to drive sales.
Setting aside 1040 interface & features migrating to x30s will the profile / data pages configuration via mobile app be available for x30s, I guess there is some background device component involved but most of it is in the mobile app?
