Download the OpenTopoMap (latin1) in 16M on https://download.bbbike.org/osm/bbbike/Singapore/. Drag and drop the gmapsupp file into your Garmin folder when plugged the device into your comp. Super easy.…
UPDATE:
Today there was an update available and suddenly I have the option to install Asian OSM City maps via Garmin Express... It tells me 10hr installation time, so I haven't tried it yet
Follow the instructions given by DCRainmaker here:

I mean I thought I'd at least be able to copy and use the OSM maps, if not the Garmin original maps. Seems some have got it to work form their posts few years back. Though at this point I would suspect Garmin devices to have some sort of Geo lock for Asia. Considering TFK got the OSM maps as an update after he bought a device locally. Guess I will be returning mine.
If it were not for the overall fitness tracking on a smartwatch when not cycling on the same ecosystem. I'd have switched sooner to a Hammerhead or Wahoo.
Thanks Jeffyn for your reply.
Finally cracked it. I copied each individual format one by one from "https://download.bbbike.org/osm/bbbike/Singapore/".
The first one that worked was "Garmin Onroad (latin1) 2.5M". so than confirmed latin1 was the correct format. After this retried copying "Garmin OpenTopoMap (latin1) 16M" and it is working now. The only other difference this time was I renamed the file first before copying into the device. Previously I would copy the file into the device then rename it. Should be the same either ways.
PS- Not using garmin express to download. Just download zip file into my pc. Unzip, rename the file and copy into the Garmin folder on the device. Only copying the one map I need, all existing maps in device copied out into a backup folder on my PC. Then safe remove from PC. Disable and enable the map. thats all I did.
Leaving this here in-case anybody else has trouble and comes looking. Guess I am holding on to the 830 for now.
I solved the problem by replacing my Edge 1030 Plus with a Hammerhead Karoo 2. The device has a page where you find the country, check and done. Does a quick download of the map and navigation works perfectly, free! So much better than the Garmin.
