So, I successfully got firmware 4.0 installed on my GArmin 1030 Plus. When it finished it started to update the GPS firmware...
I don't actually recall what the first screen of the firmware update is, might just have been "Updating..." but it was stuck on 0% and just sat there spinning.
I eventually had to restart the garmin, but it has not since offered to update the firmware. I have tried Garmin Express also, no luck.
My Garmin currently shows GPS firmware 4.80
