Going to "System>Software Update" and updating goes into restarting and does NOT restart. It gets stuck and doesn't restart.
After an hour I restart it manually but it stays on the original software version. 6.27 or something like that.

If it is the Solar model, then try deleting some files, to make more room for the update, and then repeat the update. You can clean up the following folders:

You could also remove some unneeded Connect IQ apps, if there are any
If it is the AMOLED model, then the free memory is an unlikely reason. In that case I would master-reset the watch to factory defaults, and try again. If it does not help, reach out to the Product Support through their website at https://support.garmin.com.

It needs a fix from Garmin. The instinct 3 is really bad and should not be sold. Garmin cheaped out a little too much this time.

I contacted support thru Chat and I've sent them the contents of the watch thru garmin express, I'm waiting for them to do an analysis and see what they come up with.
I had this issue when trying to update to 7.08 and again with 8.09. It would just freeze on the "Restarting" screen, and would require a manual restart, after which it would tell me that it was still on the previous version (6.29 in my case).
I resolved this by first forcing a sync with Garmin Connect (to ensure all my health and activity history was saved in the cloud) and then performing a full reset:
Menu - System - Reset - Delete Data and Reset Settings.
After this, I was able to update to 7.08 and finally 8.09 without issue. I advise anyone who is experiencing similar issues to follow these same steps.

Well, if you want to have it fixed, and are unable to do it even after carefully following all the tips given here, then I am afraid you will have to contact the Support anyway - a replacement may be needed in some cases, and only the Support can help then.
