My Instinct Solar 2 no longer will power off. When attempting to do so in the way that worked before, I get the message "Set up assistance using Garmin Connect Mobil." I was trying to restart because the battery drained 18 days overnight. Did a factory reset, but no change in ability to restart.
Keep the button pressed through the Assistance Alert then the watch will power down. It has always been this way.
The difference might be that you need to set up the assistance alert. Since I have done that, holding the button even while the message is shown will shut the watch down.
