As I wrote, you have to download a side-load beta package. You just installed the secure_config needed for debugging purposes for the beta tester. You do not need that. You need the side-load package. However, the v15 side load beta packages seem to have been already removed from the forum, so you will have to wait for the v16 that will come in a few weeks. Or you can try asking on the beta forum, whether someone kept a v15 package and could share it with you.
