Reminds me when trying to use the Garmin Wanna Pay - the seconds stop updating until the system catches up to it. However I don't think you are in power saving mode as I thought most if not all of the sensors and BT is turned off while in that mode. Maybe the Tactile is different?
The issue still exists in software version 15.08 (d894f2d).
I believe the seconds disappear on all faces if the watch is immobile (or you don't turn your wrist as in Gesture Mode, to conserve battery.

On built-in watch faces, yes. On Connect IQ watch faces, not always.
But this post is not about the hiding seconds. It's about the non-stop heart rate updating, which makes the hiding seconds meaningless.

Best thing to do then is just report the bug directly to Garmin.
