I was also unable to install Retro on my Instinct 2X Solar Tactical using Garmin Express on my computer - I saw the "must update" warning in the Connect IQ store.
However, using the Connect IQ App on my iPhone, I was able to successfully download and install this watchface:
Customizations were easily done using the Connect IQ App on the phone.
So, it looks like you do need to contact the developer if you want to use Garmin Express on your computer, or just use the Connect IQ App on your phone.
