That's normal and intentional behavior helping to limit false detections - for example counting steps when just an accidental motion is detected. Once the watch confirms you really walk (regular and repeated step motion patterns), all the steps of the delay will be counted, and the counter will jump to account for all those uncounted steps. If the walk is not confirmed, the steps will be dismissed, and the counter will not change.
Is there any way to improve the step algo? I find that my steps are 2x or 3x more on my garmin than it was on my apple watch
Walk or run for couple of minutes, counting your steps, and check how accurate the watch is. Mine is very close to the real number.

Thank you very much. I also found you can calibrate it is the setting by entering a know distance and pace count.
how did you do that? I just bought a instinct 2 solar, happy with it, but i'm angry about the steps...it's showing verry wrong, is i drive the car, or sit on the office, they add steps, if i go outside and i count 20 steps, it show me 40 or something similar. Can anyone please help me how to calibrate and how to change in settings and where ?

You cannot calibrate it. It counts any periodical shocks, if there are more than around 20 of consecutive rhythmic shocks, the counter starts incrementing (and includes the first 20 steps too). It does not matter whether you are indoors, outdoors, or in a car. When in a car with a bad suspension on a bumpy road, or in another situation where you want to suspend the steps counting, you can start an activity suppressing it, and then stopping and discarding at the end (most motor sport and cycling activities, but also some others suspens steps counting).
Also please note that the watch counts the steps of both legs. Instinct 2 is rather accurate in counting steps. I recommend doing a test - noting the initial steps count, and then walking slowly while counting couple of hundreds of steps manually. Then compare with it the watch. My I2 is usually spot on.
