Just tried it, seems to work fine. I connected my Fenix 7x SS (19.34) to my Mac (Sequoia 15.1.1) via USB, opened Basecamp (4.8.13) and the watch appeared in the devices panel. I dragged and dropped a waypoint from my Basecamp collection into my Fenix 7, disconnected the Fenix from Basecamp (and my Mac), and I was able to start navigation to the waypoint. The waypoint also populated correctly to the Garmin Explore App.
For me, everything worked as expected on this short test. I hope this helps. :-)
