I assume you mean 3rd party Connect IQ watchfaces. In this case, it's probably because of a new requirement where developers have to verify their identity in order to make their CIQ apps available in the European Union. Not every developer may have bothered to go through this process.
If it's a watchface maker available from the CIQ store, same reason as above. If it's outside of the store, couldn't really say unless you give an example.
