After updating to 17.28 on my tactix 7 AMOLED I still have fully functioning ECG.
Sync your watch with Garmin Express, then try a Hard Reset (holding the upper left LIGHT button until the watch fully shuts down, then restart). You will not lose any data, and it might solve your problem.
It's always a good idea to perform a hard reset after every software update.
