It appears that regardless of backlight settings to OFF (during and not during activity, wrist gestures, no gestures) the watch lights up when lap alerts appear.

There are multiple similar reports from users of the F7 (and derivatives thereof). Technically, not a bug. It's Garmin's new paradigm on how backlight should work. It makes no sense, and after a common outrage among the community Garmin promised to bring back the old normal behavior, but we're still waiting.
