Fenix 7 pro reported way too low HR compares to HRM dual during indooe cycling

Hello, it was a Zwift LSD ride, and I found my new Fenix 7 pro Sapphire (bought at the end of BF) tracking way too low HR during my activity compared to Garmin HRM dual.

The ride started with a 1 min 125% FTP to bring my HR to 165, and I then reduce my power to 55-75g FTP to keep my HR around 130-150, amd holding that HR and FTP all the rest ride. Zwift is paired with Garmin HRM dual.

I didn't start the activity on Fenix, just let it track my HR as in daily life. The watch is a snug fit. I can't move it up and down on my wrist,  which is supposed to give the most accurate HRM. Also, almost no sweat. In the beginning, the Fenix track the spike of my HR, already low, and after that, it reported way too low HR, 80-100 vs. 130-150. The Fenix reported correct HR in my daily life (walk, sleep, etc.)

Is my unit faulty or I did something wrong? Previously I weared Instinct 2 Solar, and it also reported low HR, but not that low.
